Making bandage timer specific to patient (not medic)

Currently if a pet or other player is bandaged, the player providing medical attention must also wait the full patient cooldown before applying a bandage to any other entity in the world.

Maybe bandages need their own shorter (and separate) cooldown for the medic (so one player isn't healing seven players in 3 seconds), but making the entire healing cooldown of the patient also apply to the medic seems a bit of a stretch.

This is especially true when the cooldown reads "recently bandaged" implying that it should apply to the patient.

Just saying, my doctor has never refused to treat me because another of their patients is still sick.
